How do I get a title for my car that was purchased at government auction?

I purchased a car from a private owner who advertised it with no title. The private party purchased it from a government auction a few years ago and was driving it on private property for the most part. I am trying to get a title issued on their. I was told by state of Illinois that one can be issued if car passes inspection. Carfax shows title never issued. I guess car was initially made for a crash test but it was never tested, only the interior. Car runs fine, I just need title.How do I get a title for my car that was purchased at government auction?
