To tell you the truth, since Obama has been in office I would pay to leave the country not to stay here.
But your question does have merit because other countries DO CHARGE for the right to live and work in hem
For instance if you want to move to Australia and you are not under the age of 50 (or so) and do not have a position waiting for you because you have expertise in a needed profession such as a mining engineer, you must have enough money to open a business etc. I think it was 1M last I checked, if I can find it again quickly I will for you.
Sorry I think the age was 45 not 50, and it looks like they want 1.5M to 2.25Million now!

10. You must have notified the appropriate regional authority of a state or territory of your business history and intentions to develop a business in that State or Territory;
11. You must have a realistic commitment to continue to maintain a business or investment activity in Australia after the Designated Investment has matured;
12. You must have signed a declaration that you understand your obligations as the holder of this type of visa.

-the right to work already has an infinite price through taxation and in my mind is already too much. The right to life cannot be guaranteed in the US either as evidenced by our murder rate.

I believe there are plenty paying for it right now. Our service members are paying with their life's. There is no price on the right to live and work here. The government does not have that right. Although I am sure the Dem's would like it. Mine is not for sale.
